Trump Signs Executive Order Guaranteeing Qatar’s Security After Israeli Strike

On October 1, 2025, President Donald Trump signed an executive order pledging to defend Qatar in the event of an armed attack. The order designates any attack on Qatar’s territory, sovereignty, or critical infrastructure as a threat to U.S. peace and security, committing the United States to respond with diplomatic, economic, or military measures if necessary.

This unprecedented move follows a September 9 Israeli airstrike in Doha that targeted Hamas leaders and resulted in the death of a Qatari security officer. Israeli Prime Minister Benjamin Netanyahu expressed regret over the incident during a phone call with Qatari leadership, facilitated by President Trump.

Qatar welcomed the U.S. pledge as a strengthening of bilateral defense ties. However, the legal and practical weight of the order remains uncertain, as formal military agreements typically require Senate approval. Critics questioned the sudden nature of the order and lack of public debate.

The development comes amid shifting Gulf alliances: Saudi Arabia recently signed a defense pact with Pakistan, and regional nations are re-evaluating security strategies amidst increasing tensions with Israel and renewed U.N. sanctions on Iran. Qatar, home to a key U.S. air base and recognized as a major non-NATO ally, continues to play a significant role in U.S. Middle East policy
