Qatar’s Emir Discusses Gaza Peace Plan with U.S. President

On October 1, 2025, Sheikh Tamim bin Hamad al-Thani, the Emir of Qatar, held a phone conversation with U.S. President Donald Trump concerning the peace plan aimed at ending the war in Gaza. The call, confirmed by the Qatari Emiri Diwan, emphasized Qatar’s ongoing support for diplomatic initiatives that balance regional security with the rights of Palestinians.

In their discussion, the Emir reiterated Qatar’s commitment to the plan, which calls for a ceasefire, phased Israeli withdrawal, a prisoner-hostage exchange, and broader governance and security arrangement negotiations. Qatar’s role in helping deliver the proposal to Hamas—alongside other mediators such as Egypt—was also emphasized.

This development comes amid intense pressure on all parties to de-escalate. The war in Gaza has led to heavy humanitarian losses and displacement. Qatar, which has positioned itself as a key diplomatic actor, is seeking to leverage its relationships and legitimacy to help facilitate dialogue.

For the U.S., the peace plan has both strategic and political dimensions—aimed at promoting stability in the region, easing diplomatic tensions, and projecting leadership in conflict resolution. For Qatar, supporting the plan reaffirms its identity as mediator, as well as its geopolitical value.

Yet, obstacles remain. Hamas has not yet formally accepted all terms, and there are questions about implementation, oversight, and guarantees. Also, regional politics (including the responses of Israel, Palestinian authorities, and other Arab states) will significantly influence outcomes. Qatar’s diplomatic maneuvers thus matter both as substance and as signals.
